Membership for elected officials shall be optional and membership for employees paid on a per diem basis shall be compulsory. The election by elected officials and per diem employees to join the system must be made within one year from the date of this subchapter, or within one year after the official or employee first enters the service of the borough. Officers and employees paid wholly on a fee basis shall not be eligible for membership in the system.
