§ 154.066 APPOINTMENT AND POWERS OF ZONING OFFICER.
   (A)   A Zoning Officer shall be appointed by the Borough Council. He or she is hereby given the duty, power, and authority to enforce the provisions of this chapter. He or she shall examine all applications for permits; issue zoning permits for construction and uses which are in accordance with the requirements of this chapter; record and file all applications for permits, with accompanying plans and documents; keep a permanent and continuing record identifying and registering all nonconforming uses and nonconforming structures; and make such reports as may be required. Zoning permits for construction and uses which are a special exception or a variance to the requirements of this chapter shall be issued only upon written order of the Zoning Hearing Board.
   (B)   Powers of Zoning Officer.
      (1)   The Zoning Officer shall meet the qualifications established by the borough and shall be able to demonstrate to the satisfaction of the borough a working knowledge of municipal zoning.
      (2)   The Zoning Officer shall administer this chapter in accordance with its literal terms, and shall not have the power to permit any construction or any use or change of use which does not conform to this chapter.
      (3)   The Zoning Officer is hereby authorized to institute civil enforcement proceedings as a means of enforcement when acting within the scope of his or her employment.
