§ 154.027 RLC RESIDENTIAL AND LIGHT COMMERCIAL DISTRICT.
   In the RLC Residential and Light Commercial District, the following regulations shall apply.
   (A)   Uses permitted.
      (1)   Single-family detached dwellings;
      (2)   Single-family semi-detached dwellings;
      (3)   Single-family attached dwellings (row houses);
      (4)   Two-family detached dwellings (duplex dwellings);
      (5)   Two-family semi-detached dwellings (double duplex dwellings);
      (6)   Apartment dwellings when the building is constructed on the basis of a floor-area ratio of not more than four-tenths;
      (7)   Bed and breakfast establishments;
      (8)   Churches or similar places of worship, parish houses, and convents;
      (9)   Public and private schools, including colleges and institutions of higher education;
      (10)   Business, professional, and public utility offices;
      (11)   Mortuary and undertaking establishments;
      (12)   Stores for the retailing of: specialty foods, ice-cream, confectionary, and bakery products; cooking utensils; china, pottery, and glassware; flatware and cutlery; clothing and shoes/boots; jewelry; perfumes and colognes; cameras; books and newspapers; hobby and craft supplies; seasonal decorations; dining, bed, and bath linens; candles; and artificial and cut flowers;
      (13)   Restaurants, tea rooms, and cafés. The sale of alcoholic beverages shall only be for consumption on the premises and shall be permitted only when incidental to one of the uses referenced in this division (A)(13);
      (14)   Art and portrait galleries;
      (15)   Specialty printing and graphics shops;
      (16)   Public parks, playgrounds, and municipal recreation areas;
      (17)   Municipal buildings, public libraries, and museums;
      (18)   Municipal water pumping, storage, and transmission facilities;
      (19)   Municipal wastewater pumping and collection facilities;
      (20)   Electric, telephone, television, and gas public utility transmission and distribution facilities, including substations;
      (21)   Home occupations and household pets;
      (22)   The raising of crops, fruits, and vegetables when the activity is accessory and incidental to one of the above uses;
      (23)   Signs, when erected and maintained in accordance with the provisions of § 154.0031 appearing herein entitled “Signs;”
      (24)   Accessory buildings and uses customarily incidental to the above uses;
      (25)   Other business and commercial uses of a nature similar to the above shall be considered as a special exception; and
      (26)   The above specified stores, shops, and businesses shall be retail establishments exclusively and shall be permitted only under the following conditions:
         (a)   Such uses, operations, or products shall not be objectionable due to odor, dust, smoke, noise, vibration, or other causes; and
         (b)   There shall be no manufacture, compounding, processing, or treatment of products other than that which is clearly incidental and essential to a retail store or business and when all such products are sold at retail on the premises.
   (B)   Height regulations.
      (1)   The height of a building, excepting church steeples and municipal buildings, shall be not greater than 35 feet.
      (2)   The height of the dwelling shall be not less than one story.
   (C)   Area regulations. The lot area per single-family detached dwelling shall be not less than 6,000 square feet and per apartment dwelling unit, 2,000 square feet.
   (D)   Width regulations. For a single-family detached dwelling, the lot width at the building line shall be not less than 60 feet on an interior lot, and 78 feet on a corner lot.
   (E)   Yard regulations. Each lot shall have front, side, and rear yards of not less than the depth or width indicated below.
      (1)   Front yard depth:
         (a)   Twenty feet when the adjacent street, avenue, drive, lane, road, or way is greater than 20 feet in width, except for apartment dwellings; and
         (b)   Ten feet when the adjacent street, avenue, drive, lane, road, or way is 20 feet or less in width, except for apartment dwellings.
      (2)   Side yards width:
         (a)   Ten feet each for the two side yards on an interior lot, except for apartment dwellings and attached dwellings;
         (b)   Ten feet for the one interior side yard of a corner lot, except for apartment dwellings and attached dwellings;
         (c)   Twenty feet for the one side yard fronting along a street, avenue, drive, lane, road, or way that is greater than 20 feet in width that is not defined as a front yard, except for apartment dwellings and attached dwellings;
         (d)   Ten feet for the one side yard fronting along a street, avenue, drive, lane, road, or way that is equal to or less than 20 feet in width that is not defined as a front yard, except for apartment dwellings and attached dwellings; and
         (e)   For attached dwellings on interior lots, the ten-foot side yards are only required to be adjacent to the exterior side walls of the building.
      (3)   Rear yard depth: 20 feet, except for apartment dwellings.
      (4)   For apartment dwellings of one or two stories, there shall be a front yard(s), a side yard(s), and a rear yard, each of not less than 25 feet; provided that for each story over two, five feet of depth or width shall be added to each yard.
      (5)   See § 154.005(D) for additional provisions.
   (F)   Coverage regulations.
      (1)   Residential. The coverage shall be no more than 30% on single-family lots.
      (2)   Nonresidential. The coverage shall be no more than 60%. At least 10% of the lot area shall be covered with vegetative material.
   (G)   Off-street parking. Parking shall be provided in accordance with provisions of § 154.045.
   (H)   Hours of operation. Light Commercial Businesses, Professional Offices, and Business Offices may be open for business only between the hours of 6:00 a.m. and midnight.
   (I)   Walk-up and drive-up windows. Walk-up and drive-up windows are not permitted in this District.
