Upon failure of the owner of the sign or owner of the property to comply with any notice given pursuant to this subchapter, Borough Council shall have the right to do the work or cause the work to be done at the cost of the owner of the sign or the owner of the property, and may collect the cost thereof and 10% additional together with all charges and expenses and file a municipal claim therefor or collect the same by civil action.
