The Council of the borough, finding that certain conduct on public streets, alleys, sidewalks, or parks during periods of festivals is detrimental to the physical, mental, and social well-being of the people as well as to their comfort, general welfare, and safety, hereby provides for greater control and more effective regulation of such conduct during festivals or special events.
