It shall be the duty of every landlord maintaining rental property within the borough and every owner of multiple-family dwelling units within the borough to certify to the Borough Secretary the following information:
(A) A list of all tenants and lessees, as well as their addresses, on or before September 30 of every year;
(B) The name, current address, and new address (if known) of any tenant or lessee who is vacating his or her current address at least two days prior to the date of vacation; and
(C) The name and address of any tenant or lessee moving into their facility within two days after the date of occupancy.
