A Borough Planning Commission, composed of five members, is hereby established in and for the borough. The members of the said Commission shall be appointed as provided by law, and the Commission may exercise all powers and shall perform all duties vested by law in borough planning agencies. Provided, the Borough Planning Commission, as now constituted, shall serve as the Planning Commission hereby created, and nothing herein shall change the tenure of any member of the said Planning Commission, but all vacancies in the membership of such existing Planning Commission, regardless of the circumstances thereof, shall be filled in conformity with the law governing borough planning agencies in effect at the time of the occurrence of such vacancy.
