(A) No person, except as hereinafter provided, shall place, set up, exhibit, or display, upon any of the sidewalks in the borough, any goods, wares, or merchandise; nor shall any person set up and/or operate upon any such sidewalks, any implements or fixtures used in connection with the display and/or sale of goods, wares, or merchandise without prior written approval of Borough Council.
(B) A minimum of four feet of unblocked sidewalk shall be maintained.
