(A) Property owners shall have the option of submitting written plans to the Borough Council for approval prior to construction in the event that the property owner has any question about the specification or other interpretation of requirements of this subchapter.
(B) Prior approval from the Borough Council shall be in writing and shall address any issues raised by the property owner. In the event a sidewalk or curb is not constructed, repaired, or reconstructed in accordance with the terms of the prior approval within six months, the prior approval shall expire.
