Upon failure of a property owner to comply with any notice given pursuant to this subchapter, the borough shall have the right to do the work or cause the work to be done at the cost of the property owner and may collect the cost thereof, and 10% additional, together with all charges and expenses and file a municipal claim therefor or collect the same by civil action.
