Any person or persons aggrieved by any decision of the Commission made pursuant to the provisions of this subchapter may file a written appeal with the Council of the borough within ten days after the notice of the decision has been made or, if no decision has been made by the Commission, within 20 days from the date that the matter was submitted to the Commission. Failure of said person or persons to file said appeal within the period herein provided shall preclude an appeal from said decision.
