Any person having possession, custody, or control of any dog or other animal which defecates in any public or private area prohibited in § 90.20 shall be required to immediately remove any feces from such surface and either: carry same away for disposal in a toilet; or place same in a non-leaking container for deposit in a trash or litter receptacle.
