No person shall permit, cause, suffer, or allow the engine of a motor vehicle to idle within the borough, whether on public or private property, for a period of time in excess of two consecutive minutes, except under the following conditions:
(A) The engine may be idled for a period of up to five minutes within any 60-minute period when the ambient temperature is less than 32°F (0°C);
(B) The engine may be idled for a period of up to 20 minutes within any 60-minute period when the ambient temperature is less than 20°F (-7°C);
(C) The engine may be idled for a period of up to 20 minutes within any 60-minute period for buses equipped with air conditioning and non-openable windows when the ambient temperature is greater than 75°F;
(D) Where the physical configuration of a school requires a queue of buses for the sequential discharge or pickup of students, and the queue of buses is actively engaged in the discharge of students or awaiting the pickup of students;
(E) When stopped at an official traffic-control device or signal;
(F) When stopped at the direction of a uniformed police officer or other person authorized to direct traffic by the Vehicle Code;
(G) When the motor vehicle is being used in connection with the construction, repair, or maintenance of a public street, public utility, or public works project; and/or
(H) When the motor vehicle is an emergency service vehicle.
