Applications shall be granted provided the applicant is found to meet the requirements of the Solid Waste Management Act of 1980 (Act 97), other applicable federal, state, or local laws, regulations, or rules, including this chapter, and the applicant executes an agreement with the Authority under which he or she agrees to comply with the provisions of this chapter and the rules and the regulations promulgated hereunder.
