(A) All registration fees shall be paid as specified in the Planning and Development Department Fee Schedule for each property subject to the provisions of this chapter. Fees are non-refundable and shall not be prorated.
(B) All delinquent fees shall be paid by the foreclosing entity or owner of vacant property prior to any transfer of an ownership interest in the property.
