This chapter shall not apply:
(A) To any person, firm, corporation or other entity acting as an independent contractor under contractual agreement with the city.
(B) In discipline or discharge proceedings against any person described in § 36.25.
(C) To the extent a complaint is filed by this city, in any proceeding under or through this subchapter (relating to complaints against any person described in § 36.25).
