In the event that the cash deposit or bond required and furnished proves to be insufficient to cover the cost of restoration of the premises to the condition that it was prior to the commencement of the work or activity, or if for any reason no cash deposit or bond is required, the permit holder shall nevertheless fully restore the road or right of way to such original condition and, if he fails to do so, the county may complete the restoration and recover the cost thereof from the permit holder or any other person, firm or corporation found to be liable.
