(A) Progressive discipline may result when an employee’s work performance is unsatisfactory over a period of time and improvement is not shown after being informed of the deficiencies.
(B) (1) The following steps in progressive discipline will be followed when violations are minor.
(2) When flagrant violations occur, discipline may begin at any stage up to and including suspension.
(C) Upon the discovery of any action or alleged action which leads to discipline, the department head will determine whether or not disciplinary action is required and at which stage progressive discipline will begin.
(1) If disciplinary action is required, the first step shall be to issue an oral warning to the employee.
(2) If the action is repeated, a written warning will be issued and the employee asked to confirm receipt of the warning.
(3) (a) If there is a subsequent repetition of the same or similar action, the employee may be suspended without pay for a period of up to 15 days, or it may be recommended to the County Manager that the employee be dismissed.
(b) Suspension or dismissal shall be a joint decision between the department head and the County Manager.
(D) In the case of alcohol or other substance abuse, the employee may be required to participate in a rehabilitation program at his or her own expense as a condition of further employment.
(E) Upon request, an employee may have another employee of his or her choice present when he or she is questioned concerning an offense subject to discipline.
