(A) Solar energy facilities shall be subject to the requirements and permitting process of this chapter, in addition to other applicable local, state, and federal laws. This chapter shall apply to all areas of the county except those lands lying within the jurisdiction of any municipality, unless such municipality formally requests the county enforce these regulations within the municipality's area of jurisdiction.
(B) Solar energy facilities must obtain a development permit from the Planning Department prior to applying for building permits from the Inspections Department, in accordance with the procedures outlined in this chapter.
