(A) (1) This chapter shall take effect and be in force from and after October 16, 2000. The provisions of this chapter shall not apply to any division of land resulting in lots described in a deed or shown on a plat properly recorded in the Office of the County Register of Deeds prior to the effective date of this chapter.
