(A) The Legislature of the state has in G.S. Ch. 143, Art. 21, Pt. 6; G.S. Ch. 153A, Art. 18, Pts. 3 and 4; and G.S. Ch. 153A, Art. 6, Pt. 121, delegated the responsibility to local governmental units to adopt regulations designed to promote the public health, safety, and general welfare of its citizenry.
(B) Therefore, the Board of Commissioners of the county does ordain this chapter as follows.
