Any person granted a franchise hereunder shall, as the condition of the franchise, comply with the Chapter 51 of this code of ordinances and any other county ordinances which now or hereafter relate thereto and with all laws and regulations of the state and the United States with respect to the operation of the particular sanitary landfill for which a franchise may be granted pursuant to this chapter.
