(A) The County Department of Emergency Services shall receive all applications for franchise from applicants.
(B) The County Department of Emergency Services shall evaluate each application for compliance with the requirements of this chapter before presenting the application to the Oversight Committee.
(C) After consideration by the Oversight Committee, the application shall be presented to the Board of Commissioners with the recommendation of the Oversight Committee within 45 days concerning an award or denial of a franchise to the applicant by the Emergency Services Director.
