   (A)   If an impounded dog or cat is not reclaimed by the owner within three business days (72 hours) as described in § 90.21, it may be sold, euthanized in a humane manner, or shall become the property of the animal shelter and offered for adoption to a responsible adult who is willing to comply with this subchapter and with policies promulgated by the county.
   (B)   No dog or cat which has been impounded by reason of its being a stray or unclaimed by its owner or keeper shall be allowed to be adopted from the animal shelter during a period of emergency rabies quarantine invoked pursuant to this subchapter, except by special authorization of the County Health Director.

   (D)   (1)   All intact males and unspayed females adopted from the county animal shelter shall be either spayed or neutered within 30 days after their adoption. In addition to the established adoption fee, Animal Control shall require from the adopter a spay/neuter deposit of $30 for cats and $50 for dogs to ensure that spaying or neutering is obtained.
      (2)   When written proof is returned to Animal Control stating that the required spaying or neutering has been performed by a licensed veterinarian, the spay/neuter deposit will be sent to the veterinarian who performed the spaying or neutering.
      (3)   A person who fails to have the adopted pet spayed or neutered within the specified time to arrange for the neutering of an intact male or the spaying of an unspayed female adopted from the animal shelter, forfeits the spay/neuter deposit and shall be in violation of this subchapter. For dogs and cats under six months of age, the time limit will vary according to its age.
