§ 51.02  ASSIGNMENT OF ADMINISTRATIVE RESPONSIBILITY.
   (A)   The operation of the county’s landfill(s) and collection system shall be under the jurisdiction of the County Commissioners. In order to ensure that the operation of the landfill(s) and collection system is continually carried out in the best public interest and to avoid adverse conditions to public health, safety, and the environment, the County Commissioners authorize the Solid Waste Division to set such additional rules and regulations, as in its opinion may be appropriate.
   (B)    Supervision of the county’s landfill(s) shall be the responsibility of the Landfill Supervisor, who shall be an employee of the Solid Waste Division. The Landfill Supervisor’s duties shall include, but not be limited to, operating the landfill according to the rules and regulations contained in this chapter, designing fill locations, monitoring loads of solid waste, controlling the speed and operation of vehicles at the facility, and conducting the activities of the landfill in the interest of public health, safety, and protection of the environment. The Supervisor shall see that all solid waste is covered daily with a layer of compact earth.
