§ 51.01  PURPOSE.
   (A)   The purpose of this chapter shall be to explain and define operational procedures for the disposal of waste in the county’s landfill(s) and collection system and to eliminate health hazards through the sanitary disposal of wastes in a manner that will ensure the protection of the environment.
   (B)   The county shall operate and supervise its sanitary landfills(s) according to the guidelines established by the state and federal governments, the County Commissioners, and the County Board of Health. The regulations stated herein shall be the normal procedure in conducting the affairs of the county’s landfill(s). If any provision or clause of the following regulations shall be declared invalid, such declaration shall not invalidate any other provision or clause of this chapter.
   (C)   It shall be unlawful for any person to dump or deposit from trucks or trailers any waste, refuse, garbage, ashes, rubbish, building rubbish, combustible refuse, or industrial waste upon any of the sanitary landfills of the county, except as herein provided.
