3-3-9: MEETING OF BOARD WHEN EMERGENCY PROCLAIMED:
   Whenever an emergency has been proclaimed, the board shall meet as soon as possible. The location of the meeting need not be within the district. The meeting may be called by the president of the board or by a majority of the members of the board. Should there be only one member of the board, he or she may call and hold the meeting and perform acts necessary to reconstitute the board. Ref: California Government Code section 8642.
