The Community Services District Law and the California Water Code authorize a Community Services District that supplies water for the benefit of persons within its service area to adopt and enforce a Water Conservation Program to reduce the quantity of water used in order to conserve the District's water supplies and to avoid or minimize the effects of any future shortage.
