It is unlawful, except with the consent of the district, to collect, dump or deposit any solid waste upon any property located within the district belonging to another, either with or without the consent of the owner thereof; and it is unlawful to establish or maintain a place for dumping solid waste in the district, or to collect, receive or dump any solid waste on one's own property, except such solid waste as shall reasonably accumulate upon such property in the reasonable and lawful use thereof without the consent of the district.
