It is unlawful for any person to collect, remove, or dispose of, or to enter into an agreement to collect, remove, or dispose of, or to allow the collection, removal, or disposal of solid waste unless such person making such collection, removal, or disposal is the "collector" as defined in section 1-3-2 of this code.
