Every owner of property within the district must control or eradicate pine bark beetles and such other insects and pests that are harmful to pine trees in the district. If the owner does not do so, the work may be performed by the district as provided in this chapter, and the costs assessed against the property. (Ord. 14-239, 10-9-2014)
