§ 1-3-18 MEETINGS.
   Meetings of the Council shall be as follows.
   (A)   Regular meetings. Regularly scheduled meetings of the City Council shall be held at 6 p.m. on the first Tuesday of every month, except when the date of a regularly scheduled meeting falls on the 1st or 2nd of the month, then it shall be held at the same time on the first Thursday of the month. The place of formal meetings shall be in the City Hall unless the Council, by formal action previous to a meeting, designates another publicly accessible place giving appropriate public notice twenty-four (24) hours in advance, except with good cause as established in the minutes of the meeting.
   (B)   Special meetings. Special (Called) Meetings: Special (called) meetings of the City Council shall be held for business of the council that cannot wait until the next scheduled meeting. Special (called) meetings of the City Council may be held on the call of the Mayor or a majority of the members of the Council upon service of twenty-four (24) hours written notice of the date, time, place and subject of the meeting on the Mayor and every member of the Council unless such written notice is waived by each member. Attendance at the special meeting shall be conclusively presumed to constitute a waiver of the written notice and less than 24 hours’ notice may be given with good cause as established by the minutes of the meeting. Service on the written notice on the Mayor or members of the Council shall be considered complete upon delivery of the same to his or her residence and leaving it in a conspicuous or designated place regardless of actual personal receipt. Said special (called) meetings may only cover topics related to the specific purpose of why the meeting was called.
   (C)   Quorum. A majority of all Council members is a quorum.
   (D)   Rules of procedure. The Council shall determine the rules of its own proceedings by resolution and the Clerk shall keep such rules on file for public inspection.
   (E)   Compelling attendance. Any three members of the Council can compel the attendance of the absent members at any regular, adjourned or duly called meeting, by serving a written notice upon the
absent members to attend at once.
   (F)   Notice of meetings. The Council shall give reasonable notice of the time, date and place of each meeting and its tentative agenda.
   (G)   Meetings open. All meetings shall be held in open session unless closed sessions are held as expressly permitted by state law.
   (H)   Minutes. Minutes shall be kept of all meetings showing the date, time and place, the members present and the action taken at each meeting. The minutes shall show the results of each vote taken and the vote of each member present shall be made public.
   (I)   Closed session. A closed session may be held only by affirmative vote of either two-thirds of the Council or all of the members present at the meeting and in accordance with Iowa Code Ch. 28A.
   (J)   Cameras and recorders. The public may use cameras or recording devices at any open session.
   (K)   Electronic meetings. A meeting may be conducted by electronic means only in circumstances where such a meeting in person is impossible or impractical and then only in compliance with the provisions of Iowa Code Ch. 28A.
