§ 1-3-2 POWERS AND DUTIES.
   The duties of the Mayor shall be as follows:
   (A)   General supervision. Supervise the recommendations to officers concerning their functions. He or she shall have the power to examine all functions of the municipal officers, their records and call for special reports from officers at any time;
   (B)   Absence of officers. With the approval of the Council, the Mayor shall make appropriate provision that duties of any absentee officer be carried on during the officer’s absence;
   (C)   Represent the city. With the Council’s approval, the Mayor shall represent the city in all negotiations properly entered into in accordance with law or ordinance. The Mayor shall not represent the city where this duty is specifically delegated to another officer by law or ordinance;
   (D)   Sign contracts. Whenever authorized by the Council, the Mayor shall sign all contracts on behalf of the city;
   (E)   Special Council meetings. The Mayor shall call special Council meetings of the City Council when he or she deems such meetings necessary to the interests of the city;
   (F)   Reports to the City Council. The Mayor shall make an oral or written report to the City Council each month. These reports shall concern municipal affairs generally, the municipal departments and recommendations suitable for Council action;
   (G)   Mayor pro tem. Immediately after taking office, the Mayor shall designate one member of the City Council “Mayor pro tempore”, which appointment shall be made subject to the approval of a majority of the Council. The Mayor pro tempore will be Vice-President of the Council. Except for the limitations otherwise provided herein, the Mayor pro tempore shall perform the duties of the Mayor in cases of absence or inability of the Mayor to perform the duties of his or her office. In the exercise of the duties of his or her office, the Mayor pro tempore shall not have power to employ or discharge from employment officers or employees that the Mayor has the power to appoint, employ or discharge. The Mayor pro tempore shall have the right to vote as a member of the Council;
   (H)   Secure specialized and professional personnel. Upon order of the City Council, the Mayor shall secure for the city such specialized and professional services not already available to the city. In executing the order of the City Council, the Mayor shall conduct himself or herself in accordance with the city ordinances and the laws of the state;
   (I)   License and permits. Sign all licenses and permits which have been granted by the Council, except those designated by law or ordinance to be issued by another municipal officer;
   (J)   Revocation of permits and licenses. Upon authorization of the Council, the Mayor shall revoke permits or licenses granted by the Council when their terms are violated or the ordinances of the city and the laws of the state are violated by holders of said permits or licenses; and
   (K)   Abatement of nuisances. The Mayor shall order to be removed, at public expense, any nuisance for which no person can be found responsible and liable. This order shall be in writing. The order to remove said nuisances shall be carried out by the appropriate officials.
