(A) No person or corporation shall establish, maintain, conduct or operate a mobile home park within the city without first obtaining an annual license therefor from the State Department of Health.
(B) No person, firm or corporation shall construct, expand, remodel or make alterations to the sanitary facilities in a mobile home park within the city without first obtaining a permit therefor from the city.
