§ 7-2-6 SPECIAL PERMIT APPLICATION.
   (A)   From and after the date of enactment of this chapter all homeowners, for human habitation and unoccupied homes located within the city, shall apply and obtain a permit and certificate of occupancy from the city. The application for a special permit shall be accompanied by a non-refundable inspection fee of $100.
   (B)   The application shall contain:
      (1)   Description of home. A detailed description of the home, including manufacturer, year and four pictures consisting of each side of the home;
      (2)   Property description. The address, legal description and a detailed to-scale drawing to show the placement of the home on the property;
      (3)   Intended use. The applicant must state the intended use of the home. Permits shall be approved only for human habitation. Permits shall be revoked if the home is found to be used for anything other than human habitation;
      (4)   Property owner. If the applicant is not the owner, the name and written approval of the owner of the premises upon which the home will be located;
      (5)   Sanitation facilities. Information on sanitation facilities of the home and those available at the place of location. City water and sewer must be accomplished through Mahaska Rural Water prior to placement of the home. Must include the name and address of the certified plumber;
      (6)   Duration of permit. A statement of the desired duration of the special permit (shall not exceed 30 days);
      (7)   Permanent location. A statement that the location of the home is to be permanent upon which the home will be located and that such home will be subject to taxation as real estate;
      (8)   Compliance with State Building Code. Before being located, whether permanently or for a temporary period of time allowed by a temporary permit, all homes shall have a certificate that show the home is in compliance with the current State Building Code as to home construction. A copy of this permit shall be filed with the application with the Clerk; and
      (9)   Emergency and temporary parking. Emergency or temporary parking of homes upon the streets, alleys or highways or any other public or private place for a period not in excess of 20 hours shall not constitute a violation of § 7-2-3 of this chapter, but such parking shall be subject to any prohibitions of regulations contained in other ordinances of the city.
