The inspection and control of buildings and repair work or the granting of certificates or the issuance of permits by inspectors shall not tend to make the city liable on account of such control or granting of such certificates or issuing of permits, or lessen the liability which would otherwise exist of persons owning, installing, building or repairing such buildings or other structures; electrical wires, apparatus, poles, conduits and the like; gas appliances or piping; plumbing, heating or mechanical installation, appliance or equipment; or any other activity regulated herein.
