§ 6-2-4 EASEMENTS.
   (A)   The city maintains easement rights for any alley owned by the city or sold to homeowners by the city.
   (B)   For this reason, the following restrictions apply.
      (1)   It shall be unlawful to plant anything in an alley owned by the city or sold to homeowners by the city.
      (2)   It shall be unlawful to build anything within four feet of an alley owned by the city or sold to the homeowner by the city.
      (3)   It shall be unlawful to block any alley owned by the city. Blocking is considered when any type of object or material (including organic) is located in the alley and an emergency vehicle would be unable to pass through the alley without avoiding the object or material.
      (4)   It shall be unlawful to place any object or material (including organic) in the alley.
