§ 6-2-1 DEFINITIONS.
   For the purpose of this subchapter, the following definitions shall apply unless the context clearly indicates or requires a different meaning.
   ADJACENT HOMEOWNER. Person or persons whose name appears on the deed of the property on the adjacent side of the alley from the interested homeowner.
   ALLEY. Parcel of land owned by the city, as indicated on the city plat map. ALLEYS that intersect are considered separate ALLEYS so as not to assume the alley on the north of the homeowners property is the same parcel of land as the alley running on the east side of the homeowners property, or any other combination as applicable.
   INTERESTED HOMEOWNER. Person or persons who have shown interest in purchasing a city- owned alley.
   UNUSABLE ALLEY. An alley is considered UNUSABLE to the public if it is not being maintained by either the city or by any of the abutting homeowners who utilize the alley as a driveway for the stretch of the alley in between intersections.
   USEABLE ALLEY. An alley that is being maintained by either the city or by any homeowner abutting the alley who is utilizing the alley as a driveway.
