After adopting a resolution of necessity, the Council may, by resolution, order that the improvement adopted under the resolution be awarded by contract to the lowest bidder under the period. For purposes of awarding the bid, the Council shall provide notice to bidders and accept a contract according to the procedures set forth for such in the Code of Iowa.
