(A) When the plat, schedule and estimate of costs have been filed, the Council may, before adopting a proposed resolution of necessity, cause the estimate, valuation or assessment of any lot or the boundaries of the district, and shall adopt the plat, schedule and estimate as amended.
(B) If the plat, schedule and estimate of cost are not amended, the Council shall adopt the plat, schedule and estimate of cost as filed.
