§ 6-1-6 VALUATION.
   (A)   Upon completion of the plat, the Council shall determine what the valuation of each lot within the proposed assessment district will be after the improvement is completed and is to show this valuation on the schedule before it is filed with the Clerk.
   (B)   The valuation of each lot is to be its present fair market value with the proposed public improvement completed.
   (C)   As an aid in determining these valuations, the Council may appoint a committee of three persons skilled in the knowledge of real estate values within the city to appraise the fair market value of each lot within the district and to file a written report of its appraisals with the Council.
