§ 6-1-5 PRELIMINARY PROCEDURE.
   (A)   When the Council deems it necessary to construct or repair any permanent sidewalk under the provisions of § 6-1-4 of this chapter, it shall proceed as follows:
      (1)   Arrange for engineering services to prepare the plats, schedules, estimate of cost, plans and specifications and to supervise construction of the proposed improvement; and
      (2)   Adopt a preliminary resolution by the vote of a majority of all members of the Council which shall contain a description of the types or alternate types of improvement proposed; the beginning and terminal points or general location of the proposed improvement; and a general description of the property or a designation of the lots which the Council believes will be specifically benefitted by the improvement.
   (B)   The preliminary resolution must be adopted with substantially the following wording:
 
BE IT RESOLVED by the Council of the City of Beacon, Iowa:
 
That the Council shall prepare preliminary work and a plat and schedule and file them with the Clerk for the construction (or repair) of a permanent sidewalk adjoining and abutting lot(s)               in block(s)              of the City of Beacon, Iowa, which lots will, in the belief of the Council, be specially benefited by the construction (or repair) of the sidewalk.
