(A) The Council may serve notice on the abutting property owner by certified mail to the property owners as shown by the records of the County Auditor, requiring him or her to repair, replace or reconstruct sidewalks.
(B) If the abutting property owner does not perform an action required under division (A) above within a reasonable time, the Council may perform the required action and assess the costs against the abutting property for collection in the same manner as a property tax.
