The Mayor shall cause to be placed and maintained traffic-control devices when and as required under the ordinances of the city to make effective its provisions, and may so cause to be placed and maintained such additional, emergency or temporary traffic-control devices for the duration of an emergency or temporary condition as traffic conditions may require to regulate traffic under the traffic ordinances of the city or state law or to guide or warn traffic.
