Impounded unlicensed dogs or other animals may be recovered by the owner, upon proper identification, presenting evidence of compliance with this chapter and by payment of the impounding costs. If such dogs or other animals are not claimed within seven days after impoundment they shall be disposed of in a humane manner as directed by the council.
