648.11  CURFEW.
   (a)    No child under the age of twelve years of age shall be upon the streets or sidewalks or any public place between the hours of 9:00 P.M. and 6:00 A.M., and no child who is twelve years of age or older, and younger than sixteen years of age shall be upon the streets or sidewalks or any public place between the hours of 11:00 P.M. and 6:00 A.M., and no child who is the age of sixteen or seventeen years old shall be upon the streets or sidewalks or any public place between the hours of 12:00 midnight and 6:00 A.M., unless accompanied by a parent, guardian or some responsible person over the age of twenty-one years or a member of his family eighteen years or  older or unless the child has a legitimate excuse therefor.
   (b)    Parental Responsibility. No parent or guardian of any child under the age of twelve years shall allow such child to be upon the streets or sidewalks or any public place between the hours of 9:00 P.M. and 6:00 A.M., and no parent or guardian of any child who is twelve years of age or older and younger than sixteen of age years shall allow such child to be upon the streets or sidewalks or any public place between the hours of 11:00 P.M. and 6:00 A.M., and no parent or guardian of any child who is the age of sixteen or seventeen years shall allow such child to be upon the streets or sidewalks or any public place between the hours of 12:00 midnight and 6:00 A.M., unless accompanied by his parent, guardian or some responsible person over the age of twenty-one years or a member of his family eighteen years or older, or unless such child has a legitimate excuse therefor.
   (c)    Special Functions; Exceptions. Any school, religious institution, or other organization which desires to hold any entertainment or event for minors under the age of eighteen years, which entertainment or event requires such minors to be out at a later hour than that called for in subsection (a) hereof, shall make application either to the Mayor or to the Chief of Police for permission to have the minors stay out to this later hour. The application shall state the approximate time of the entertainment or event will end and the minors who attend this function shall be required to be off the public streets no later than one-half hour after the function is ended.
   (d)    Violation. Any minor found in violation of the provisions of this Section may be charged as an unruly child. Said minor may be given a warning upon a first violation herein, and any subsequent violations may result in the minor being summoned into the Cuyahoga County Juvenile Court for adjudication.
