18.04.050: VILLAGE SITE SELECTION CRITERIA:
   A.   As a fundamental element of this chapter, and in addition to the criteria stated above, the personal wireless service provider proposing to construct an antenna support structure, or mount an antenna on an existing structure, is required to demonstrate, using technological evidence, that the antenna must be placed in the approximate location which is proposed in order to satisfy its function in the provider's grid system. Further, the provider must demonstrate by technological evidence that the height requested is the minimum height with a necessary allowance for the potential colocation by other telecommunications providers as hereinafter described, necessary to fulfill the cell site's function within the grid system.
   B.   Consistent with providing service, personal wireless services facilities should be located and designed to minimize any adverse effects they may have on residential property values. Sites should be placed in locations where the existing topography, vegetation, buildings or other structures provide the greatest amount of screening. Location and design of sites should consider the impact of the site on the surrounding neighborhood and the visual impact within the zoning district. (Ord. 1997-O-26)
