16.24.080: ISSUANCE OF BUILDING PERMITS AND CERTIFICATE OF OCCUPANCY:
With respect to any final plat of subdivision wherein the final plat thereof has been approved by the village president and board of trustees and recorded with the recorder of deeds of the county:
   A.   No building permit shall be issued unless the extent of street improvements shall be adequate for vehicular police and fire equipment access to a proposed building site prior to the issuance of a building permit.
   B.   No building permit shall be issued for the final ten percent (10%) of the lots in the subdivision (as determined by the village) or, if ten percent (10%) of the total number of lots be lesser than two (2) lots, for the final two (2) lots of a subdivision until all public improvements required by the planning commission and approved by the president and board of trustees for the plat have been fully completed and dedicated to the village and such dedication formally accepted by the president and board of trustees.
   C.   Where a satisfactory bond has been required for a subdivision, no certificate of occupancy for any building in the subdivision shall be issued prior to the completion and dedication of the improvements as required by the president and board of trustees upon approval of the final plat.
