Before the final plat is signed by the president of the village, all applicants shall be required to agree to complete, in accordance with the decision of the president and board of trustees and to the satisfaction of the village engineer, all the street, sanitary, and other improvements, including lot improvements on the individual lots of the subdivision as required in this title, specified in the final subdivision plat and final engineering drawings, as approved by the president and board of trustees, and to dedicate the public improvements to the village free and clear of all liens and encumbrances on the property.
