It shall be a violation of this chapter for any person to place or cause to be placed, any sign or billboard or any advertising of any kind or description, upon or within any public highway or street right of way within the corporate limits of the village, except as may be required by 605 Illinois Compiled Statutes, "roads and bridges", or the Illinois vehicle code, or the Illinois Compiled Statutes, or of any other ordinances of the village.
